OVERVIEW:
Frank & Fran's is pleased to announce that the 3rd Annual Red, White and Blue tournament will be held 10/17/2021 - 10/19/2021.  Fishing begins at 12:01 AM (midnight) on 10/17/2021 and ends at 8:00 AM on 10/19/2021.  This will be a CASH PAYOUT TOURNAMENT with prizes for 1st, 2nd and 3rd longest red drum, whiting (sea mullet) and bluefish.  The entry fee will be $100.00 plus a $7.00 non-refundable fee.  
 
***NEW FOR 2022 - WE WILL ALSO HAVE A NON-CASH PRIZE FOR MOST TOTAL FISH REGISTERED IN THE FISH DONKEY APP.  (DRUM MUST BE AT LEAST 18", BLUEFISH MUST BE 11" AND SEA MULLET MUST BE 11") ***
 
REGISTRATION:
We will be doing an online tournament format utilizing a mobile application called Fish Donkey so you MUST have a smart phone to participate.  To register, download Fish Donkey on your iphone or Android device, once registered as an angler, choose fish in a tournament and search for "Frank" and choose the Frank & Fran's Red White & Blue Tournament. 
 
More anglers means more prize money so tell your friends and family to join in on the fun.
 

DETAILS:

Welcome to the Frank & Fran's Second Annual Red, White and Blue Tournament!

CASH or PRIZES will be given to the top positions of each leaderboard category with the cash amounts to be determined based on the number of entries.

The entry fee is $100.00 per angler plus $7.00 non-refundable fee and will be split out as follows:

  • ​$7.00 - fee to Fish Donkey for use of the application
  • $3.40 - credit card processing fee
  • $22.60 - each angler will receive a tournament shirt and a Rapala 60" bump board
  • $74 - CASH PAYOUT PER ANGLER!

***Note - if you participated in the past and have a 60" Rapala bump board you can save $8 on registration.  You must bring the bump board into Frank & Fran's prior to the tournament for inspection and so that the 2022 tournament tag can be installed. If the bump board does not pass inspection, a new one must be purchased. ***

Registration will be open through 9:00 PM on 10/16/2022.  Registration must be completed by 9/16/2022 to receive a tournament t-shirt.  Tap on the person icon in the app and enter your t-shirt size.

 


All fish entered in the tournament MUST be photographed, measured, and recorded with the FishDonkey app so a mobile device is required.

The leaderboard will update throughout the contest so check the leaderboard through your app to follow the tournament progress.  Payouts will be as follows:

Awards are presented on the basis of length as determined through the mobile app and verified by tournament judges.  The categories, species, and official rules can be found in the FishDonkey app.

FishDonkey App

All registration and payment must be completed using the app.  The FishDonkey App will be used to photo document fish and will generate live leaderboards. The leaderboards will update throughout the event as fish are submitted.  All entries will be considered unofficial until verified by a tournament judge.

 

Registration

  • Download the Fish Donkey application onto your iOS or Android device
  • Register as a user
  • Tap "Fish in Tournament"
  • Choose Frank & Fran's Second Annual Red, White and Blue Tournament

 

Scoring Fish

  • Scoring Fish - Longest Red Drum, Whiting and Blue

    • Drum must be 18 inches minimum to qualify using measuring device provided.  Entire fish MUST be in the photo and must show the fish length from closed mouth to end of unpinched tail. 

    • Whiting must be 11 inches to qualify using measuring device provided.  Entire fish MUST be in the photo and must show the fish length from closed mouth to end of unpinched tail. 

    • Bluefish must be 11 inches to qualify using measuring device provided.  Entire fish MUST be in the photo and must show the fish length from closed mouth to end of PINCHED tail.

Measuring & Photo Documenting

  • All photos must be taken through the FishDonkey app and measurements must be taken using the provided measuring board with the tournament tag in the photo.

  • Fish should be recorded immediately and measurements noted by length (to the nearest 1/4" on the measuring board and .25 in the app)

  • All submissions must include a picture of the fish on the measuring board.

  • All photos must show the catch laying natural Dorsal (Top) fin up, mouth closed, nose touching bumper and no obstructions (hands, lipping device) to be considered a good picture.  

  • All participants must have their fish submitted by 8:00 AM on 10/19/2022.  NO EXCEPTIONS!

  • This tournament was intended to be a fun, sportsman like tournament to allow folks to enjoy sportfishing on our
    wonderful island. We hope that everyone will employ the upmost respect for all other anglers and understand that
    honestly is number 1!

FishDonkey in poor reception areas

The app will work without the internet.  Open the app before heading out to poorly covered areas.  Tap on the name of the tourney.  Once you see the button ‘Enter a Fish’, head out and fish away.  Fish should be entered as normal in bad reception areas.  Your Digital Livewell® (fish icon) will show you if there are fish waiting for an internet connection to get pushed into the leaderboard.  When you get back to a well connected area, open your Digital Livewell®  and leave that screen open/active until all fish are “Received”. If your pictures are missing from the leaderboard, this is what you need to do.  Until your pictures are received, do not delete or alter the photos on your phone, as the software will not accept your photos as originals.

 

Tournament Headquarters

The interpretation and enforcement of the rules is at the sole discretion of Frank & Fran's.  Frank & Fran's may change rules or impose sanctions as they deem appropriate, including but not limited to: disqualifications, forfeiture of prizes, and prohibition from competing in future tournaments.  All decisions made by Frank & Fran's are final.

 

Sportsmanship

All participants are expected to follow high standards of sportsmanship, courtesy, safety and conservation. Any participant who displays poor sportsmanship, violates these rules or brings unfavorable publicity to Frank & Fran's or the sport of fishing could be disqualified. 

Body of Water

Participants must fish in the area specified for the event.  All oceanside beaches on Cape Hatteras from Ramp 23 (as far north as southside of Rodanthe Fishing Pier to Ramp 55, EXCLUDING Ramp 44.  Fishing must be done from the beach, no kayaks, boats or pier fishing allowed.

 

Inclement Weather/Cancelation

 Event will happen rain or shine.  Due to the nature of tournament fishing, no refunds will be issued.  

 

Laws and Regulations

All federal, state, and local laws and all fishing creel and catch limits must be abided by.

 Failure to comply with any tournament rules subjects participants to disqualification and removal from the competition, as determined by the tournament officials. The right to refuse sale and/or revoke a competition ticket to anyone is hereby reserved.

 

Prizes

Winners will be announced on social media and on our website at 2:00 PM on October 19th!  We will contact you via the cell phone number you provided during registration to let you know you are a winner and request that you come to Frank & Fran's to pick up your prizes at 1:30 PM on 10/19/22.

Cheating

  • All protests must be brought to Frank & Fran's attention by 8:00 AM on 10/19/22.

  • Anyone caught breaking the law or disobeying the rules will be disqualified.

  • Participants may be required to take polygraph exams as part of the tournament requirements. If deception is detected or the participant refuses to take the exam, the prize will be forfeited and the participant will be disqualified. Anglers taking a polygraph examination will be responsible for any and all costs incurred.

 

Safety

Participants are responsible for their own safety, actions, and property at all times.
